On 2 November 2026, Abu Dhabi’s Crown Prince met OpenAI CEO Sam Altman and witnessed four agreements signed between Abu Dhabi-based entities and OpenAI across government, energy and investment, the Abu Dhabi Media Office said. The release ties the deals to Abu Dhabi’s ambition to become the world’s first fully AI-native government.

Key facts

What was signed

Crown Prince Sheikh Khaled bin Mohamed bin Zayed met Altman to explore AI cooperation, focusing on government transformation and innovation across strategic sectors, the release says. After the meeting he witnessed the four signings. Altman said: “Abu Dhabi and the UAE are setting a bold, global standard for AI integration across both the public and private sectors to make sure the benefits of AI reach everyone. We are proud to support the UAE’s ambition, anchored in a shared commitment to safety, accessibility and responsible innovation.”

ADNOC and the energy deal

ADNOC, G42 (via Inception42) and OpenAI signed a landmark energy agreement that the release says makes ADNOC the first company in the energy sector to deploy OpenAI’s frontier technology. AI will span ADNOC operations for operational, investment and commercial decision-making, on OpenAI GPT models with in-country inference infrastructure in the UAE, supporting ADNOC’s goal to become the world’s most technology- and AI-enabled energy company.

Machine-readable government and the food-import pilot

The Abu Dhabi Government and OpenAI launched the world’s first AI-native Machine-Readable Government (MRG) initiative: policies and regulations translated into machine-readable form so AI can assist officials with routine compliance assessments (e.g. permits and certificates). Each assessment is traceable to the governing rule; officials keep oversight and accountability for final decisions.

Led by the Department of Government Enablement – Abu Dhabi (DGE), MRG’s first pilot is in production with ADAFSA on food imports, using OpenAI UAE inference residency on GPUs in UAE data centres.

Mubadala and investment analysis

In investment, Mubadala, Inception42 and OpenAI signed an agreement to apply advanced AI to investment analysis, opportunity identification and risk assessment, supporting more informed investment decisions and long-term value creation, per the release.

The five-year Inception42 deal

Inception42 and OpenAI also signed a five-year agreement for frontier AI adoption across UAE government, enterprise and education, including enterprise solutions for large UAE organisations, pairing OpenAI models and engineering with Inception42’s applied AI and consultancy programmes.

In-country inference and data residency

ADNOC and the ADAFSA pilot both use OpenAI compute in the UAE (in-country inference infrastructure and UAE inference residency, respectively). The release names GPT models but not specific model versions or data-centre operators.

What’s not disclosed

The Abu Dhabi Media Office release does not state deal values, equity terms, revenue splits or detailed rollout schedules beyond the five-year Inception42 timeframe and the fact that the ADAFSA pilot is already in production. Financial terms were not disclosed. No specific frontier model names appear beyond reference to GPT models.

What it means

Analysis (ours). The release stacks sovereign hosting, an energy-sector first (ADNOC), sovereign-wealth investment AI (Mubadala), and MRG governance with human sign-off into one signing day—signaling production-scale deployment, not a single pilot chatbot. MRG’s traceable rule-linked assessments may be the most transferable design pattern for other governments watching ADAFSA.

What to watch
